The Global Alliance for Improved Nutrition (GAIN) is a Swiss-based foundation launched at the UN in 2002 to tackle the human suffering caused by malnutrition. Working with both governments and businesses, we aim to transform food systems so that they deliver more nutritious food for all people, especially those most vulnerable to malnutrition.

Global Alliance for Improved Nutrition (GAIN) would like to invite eligible and interested bidders for Procurement of the following Stainless-Steel Cookware items.

1 Interested and eligible bidders with renewed Trade License, VAT Registration Certificate and TIN Certificate.

2 Bidders are invited to collect the biding document from GAIN-Ethiopia Office located at Bole Sub-City, behind the Embassy of Rwanda in front of Ayer Amba High School HGS Offices 3rd Floor, Starting from Monday March 31, 2025.

3 The Bid price validity shall be 120 days.

4 Bidders must submit the Technical and Financial Bid in Separate envelopes,

5 Bidders should submit the Financial Proposal only in ETB.

6 Bid must be accompanied by bid guarantee of 2% of the total price in the form of C.P.O. or Cash bank guarantee and submit separately with Envelop.

7 The sealed bid document shall be placed in the box prepared for this purpose on or before April 04, 2025, at 16:00 GMT after noon at the place mentioned under.

8 Failure to comply with any of the conditions stated above from No.1 to 7 shall result in automatic rejection.

ቁጥር፡ ወጋገን 014/2017

ወጋገን ባንክ አ.ማ በአዋጅ ቁጥር 97/90፣ 216/92 እና 1147/2011 መሰረት ከዚህ በታች የቀረቡትን የመያዣ ንብረቶች በግልጽ የሐራጅ ጨረታ አወዳድሮ ለመሸጥ ይፈልጋል::

1. ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው የጨረታ መነሻ ዋጋ 14 (አንድ አራተኛ) በባንክ የተረጋገጠ የክፍያ ሰነድ (C.P.O) በወጋገን ባንክ አ.ማ ስም በማሰራት በጨረታው ዕለት በመቅረብና በመመዝገብ በጨረታው ላይ መሳተፍ ይችላሉ::

2. የጨረታ አሸናፊ ከባንኩ የብድር ማስመለስ ዳይሬክቶሬት ማሸነፉን የሚገልጽ ደብዳቤ ከተሰጠው ቀን ጀምሮ ቀሪውን ገንዘብ በ15 /አስራ አምስት/ ቀናት ውስጥ አጠናቆ መክፈል ይኖርበታል:: ባይከፍል ግን የሐራጁ ውጤት ተሰርዞ ያስያዘው ገንዘብ ለባንኩ ገቢ ይሆናል፣ ላላሸነፉት ተጫራቾች ግን ያስያዙት ሲፒኦ ወዲያዉኑ ይመለስላቸዋል::

3. በጨረታው አሸናፊ ለሆነ፤ የባንኩን የብድር ፖሊሲ፤ መመሪያ እና ቅድመ ሁኔታ ለሚያሟላ ተጫራች፤ ለተሸከርካሪ ሲሆን ጨረታውን ያሸነፈበት ዋጋ ሃያ አምስት በመቶ (25%) ፤ ለማይንቀሳቀስ ንብረት ደግሞ ሀምሳ በመቶ (50 %) ድረስ ባንኩ ብድር ሊያመቻች ይችላል::

4. የተጫራቾች የምዝገባ ሰዓት፤ ከጧቱ 3፡00 - 4፡30 ሰዓት እና 7፡00-8፡00 ድረስ ብቻ ሲሆን ምዝገባው ከተጠናቀቀ በኋላ ለእያንዳንዱ ንብረት የሚመደበው የጥሪ ሰዓት 30 ደቂቃ ብቻ ነው:: ሆኖም የጨረታው መጠናቀቂያ ሰዓት ድረስ አሸናፊው ካልተለየ አሸናፊ እስኪለይ ድረስ ጨረታው ይቀጥላል::

5. በጨረታው የተሻለ ዋጋ ያቀረበ ተጫራች ጨረታውን ካካሄደው ከባንኩ የብድር ማስመለስ ዳይሬክቶሬት ማሸነፉን የሚገልጽ ደብዳቤ ሲደርሰው ብቻ አሸናፊ ይባላል::

6. ንብረቱ በገዢው ስም እንዲዞር ባንኩ ለሚመለከተው መንግስታዊ አካል ደብዳቤ ይጽፋል::

7. ጨረታው የሚካሄደው፡ በተ.ቁ 2 ያሉት ተሸከርካሪዎች በወጋገን ባንክ ዋና መስርያ ቤት 9ኛ ፎቅ ባለው የመሰብሰብያ አዳራሽ ሲሆን፤ በተ.ቁ 1 ላይ ያለው ደግሞ በወጋገን ባንክ ዓድዋ ቅርንጫፍ የሚካሄድ ይሆናል::

8. ለሀራጅ ጨረታ የቀረቡትን ንብረቶች ለመጎብኘት የሚፈልግ ተጫራች የጨረታው ቀን ከመድረሱ ከ7 የሥራ ቀናት በፊት ከባንኩ ጋር ቀጠሮ በማስያዝ መጎብኘት ይችላል::

9. ተበዳሪው /ንብረት አስያዥ/ ወይም ሁለቱም በጨረታው ቀን እና ሰዓት በቦታው ላይ መገኘት ይችላሉ:: ነገር ግን ተበዳሪው / ንብረት አስያዡ/ በጨረታ ቀን እና ሰዓት በቦታው ባይገኝ ጨረታው በሌለበት ይካሄዳል:: ከዚህ በተጨማሪ ጨረታው ላይ መገኘት የሚችሉት ተጫራቾች ወይም የተጫራቾች ህጋዊ ተወካዮች ብቻ ናቸው::

10.ማንኛውንም ለመንግስት ሊከፈል የሚገባውን ክፍያ ተጨማሪ እሴት ታክስን ጨምሮ ሙሉ በሙሉ የጨረታው አሸናፊ የሚከፍል ይሆናል::

11.ለበለጠ ማብራሪያ ወይም የጉብኝት ቀጠሮ ለማመቻቸት ወጋገን ባንክ አ.ማ የብድር ማስመለስ ዳይሬክቶሬት 011-558-18-37፤ የባንኩ አድዋ ቅርንጫፍ 091442-6842 መደወል ይችላሉ::

12.ባንኩ የተሻለ መንገድ ካገኘ በጨረታው አይገደድም::

1 የአቶ አቡበከር ካሚል አቡበከር ንብረት የሆነ የቤት ተሽከርካሪ(ቶዮታ ኮሮላ)(ለሰባተኛ ጊዜ የወጣ)፣

2 የአቶ ቴዎድሮስ ዘርእይ አብርሃም ንብረት የሆነው የንግድ አውቶሞቢል(ያሪስ ቪትዝ) ተሽከርካሪ(ለአራተኛ ጊዜ ጨረታ የወጣ)፣

3 የአቶ አበራ ታምሬ ሽሂቦ ንብረት የሆነው አውቶሞቢል(ኒሳን ዳትሰን)ተሽከርካሪ(ለሰባተኛ ጊዜ ጨረታ የወጣ)፣

4 የአቶ ኤርሚያስ ጌታሁን ካሳዬ ንብረት የሆነውን የንግድ አውቶሞቢል(ወያኔሀሽባግ)ተሽከርካሪ(ለሦስተኛ ጊዜ ጨረታ የወጣ)፣

5 የአቶ ሀብታሙ አዬታ ንብረት የሆነው የሕዝብ ማመላለሻ አውቶቡስ(ሚኒባስ)ተሽከርካሪ(ለሁለተኛ ጊዜ ጨረታ የወጣ)፣

6 የአቶ ክብሩ ፍጥረት ንብረት የሆነው የደረቅ ጭነት(ሲኖትራክ)ተሸከርካሪ(ለሁለተኛ ጊዜ ጨረታ የወጣ)፣

7 የሞኔታ ቴክኖሎጂስ አክሲዮን ማህበር ንብረት የሆነው አውቶሞቢል(CRETA)ተሽከርካሪ(ለመጀመሪያ ጊዜ ጨረታ የወጣ)፣

8 የአቶ ጉሆንግ ዛንግ ንብረት የሆነው የደረቅ ጭነት(ሻክማን)ተሽከርካሪ(ለመጀመሪያ ጊዜ ጨረታ የወጣ)፣

9 የአቶ ስንታየሁ ዱባለ ከበደ ንብረት የሆነው አውቶሞቢል(ቪትዝ)ተሽከርካሪ(ለመጀመሪያ ጊዜ ጨረታ የወጣ)፣

10  የአቶ ደረጀ እምዬ በሱፍቃድ ንብረት የሆነው አውቶሞቢል(ሊፋን ታክሲ)ተሽከርካሪ(ለመጀመሪያ ጊዜ ጨረታ የወጣ)፣

11 የአቶ መጣለም ጌጤ አድገህ ንብረት የሆነው የደረቅ ጭነት(ቶዮታ ፒክ አፕ)ለመጀመሪያ ጊዜ ጨረታ የወጣ)፣

የአዲስ አበባ ከተማ አስተዳደር ገቢዎች ቢሮ ከላይ የተጠቀሱትን ሀብቶች ንብረቶች ባሉበት ሁኔታ በግልጽ ጨረታ አወዳድሮ ለመሸጥ ይፈልጋል፡፡

በመሆኑም ቢሮው ከዚህ በታች የተዘረዘሩትን መስፈርቶች የምታሟሉ ተጫራቾች ሁሉ የጨረታ ሠነድ በመግዛት እንድትወዳደሩ ይጋብዛል፦

1 ማንኛውም የግልጽ ጨረታ ተወዳዳሪ ተሽከርካሪዎችን ለመግዛት ወይም ለመጫረት ነጋዴ የሆነና የተ.እ.ታ/VAT)ተመዝጋቢ የሆነ ከሆነ፣ የወቅቱን የ2016 የግብር ዘመን የሚጠበቅበትን የግብር/ታክስ ግዴታ የተወጣ ወይም የከፈለ እና ለዚህ ማስረጃነትም ከሚመለከተው ገቢ ሰብሰቢ መ/ቤት የተሰጠ የምስክር ወረቀት(ክሊራንስ)ማቅረብ የሚችል፣ የተ.እ.ታ/VAT/ተመዝጋቢ ካልሆነ ቢሮው ሁሉም ንብረቶች በተ.እ.ታ /VAፐ/ የሚሸጣቸው ሲሆን ማንኛውም ተጫራች ለእያንዳንዱ የሚወዳደርበት ንብረት ላይ 15%የተ.እታNAT ጨምሮ ዋጋ ማቅረብ ይጠበቅበታል።

በተጨማሪም ማንነትን የሚገልጽ የታደሰ መታወቂያ፣ የታደሰ ፓስፖርት ወይም መንጃ ፍቃድ ማቅረብና እና ሌሎች ለዚሁ ጨረታ እንደመስፈርት የተቀመጡትን መስፈርቶች ሁሉ መሟላት አለበት።

2 ንብረቶቹን ለመጫረት የእያንዳንዱ እና ጠቅላላ የንብረቶቹ የጨረታ መነሻ ዋጋ ግምት በጨረታ ማስታወቂያ አዲስ ዘመን ጋዜጣ ላይ እና በጨረታ ሠነዱ ላይ በአባሪ /አንድ/ተያይዞ በቀረበው ሠንጠረዥ ዝርዝር መረጃ መረዳት የሚቻል ሲሆን የጨረታ ሠነዱን የማይመለስ 500 ብር (አምስት መቶ ብር ብቻ) በመክፈል አፍሪካ ሕብረት ፊት ለፊት ከአማጋ ህንፃ 2ኛ ፎቅ ግዥና ፋይናንስ የንብረቶቹ መረጃ እና ስለንብረቶቹ ዝርዝር መመሪያዎች መመልከት ይችላሉ

3 ስለ ንብረቶቹ አሻሻጥና ዝርዝር መረጃ በተመለከተ በታክስ ዕዳ አስተዳደር ዳይሬክቶሬት ስር የሚገኘውን በታክስ ዕዳ የተያዙ ንብረቶች አስተዳደር እና ሽያጭ ቡድን አፍሪካ ሕብረት ፊት ለፊት አማጋ ህንፃ 3ኛ ፎቅ በአካል በመቅረብ መረጃ ማግኘት ይችላሉ፡፡

4 ተጫራቾች በግልጽ ጨረታው ለመሳተፍ በቅድሚያ የጨረታ ማስከበሪያ (ዋስትና) ለእያንዳንዱን የጨረታ መነሻ ግምት የተሠራላቸው ንብረቶች በጨረታ ሠነዱ ላይ እና በማስታወቂያው በተመላከተው የጨረታ መነሻ ዋጋ 1/10ኛውን በባንክ የተረጋገጠ ሲፒኦ (CPO)“Addis Ababa city government Revenues Bureaue"ስም ማስያዝ አለባቸው፡

6 የተሽከርካሪዎች የግልጽ ጨረታው በ16ኛው ቀን 2017ዓ.ም ከጧቱ 4፡30 ሰዓት ተዘግቶ በዛው ቀን ወይም የመጨረሻው ቀን በበዓል ከዋለ በሚቀጥለው የሥራ ቀን ከጧቱ 4፡45 ሰዓት 2017ዓ.ም ተጫራቾች ወይም ሕጋዊ ወኪሎቻቸውና ታዛቢዎች በተገኙበት የሚከፈት ሲሆን ወይም የመጨረሻው ቀን በበዓል ከዋለ በሚቀጥለው የሥራ ቀን ከጧቱ 4፡45 ሰዓት 2017ዓ.ም በቢሮው መስብሰቢያ አዳራሽ 3ኛ ፎቅ ይከፈታል፡፡

7 የግልጽ ጨረታ አሸናፊው ለጨረታ ማስከበሪያ ያስያዘውን ሲ.ፒ.ኦ እና ሌላ ተጨማሪ የውል ማስከበሪያ ለንብረቱ በሰጡት ዋጋ ላይ የሚሰላ 10% እና ያሸነፋበትን ሙሉ ዋጋ ቢሮው በሚያሳውቀው የባንክ ሒሳብ ቁጥር ገቢ በማድረግ የባንክ ገቢ ደረሰኝ ለቡድኑ ዋናውን አሳይቶ ኮፒ ደረሰኝ በመስጠት እና የቢሮው የገቢ ደረሰኝ በማስቆረጥ ያሸነፈበትን ጠቅላላ ዋጋ አሸናፊነቱ ከተገለፀበት ቀን ጀምሮ ባሉት ተከታታይ 15/አስራ አምስት ቀናት ውስጥ አጠናቆ በመከፈል ንብረቱን መረከብ አለበት እንዲሁም ለጨረታ ተሸናፊዎች በአምስት ቀናት ውስጥ ያስያዙት የጨረታ ማስከበሪያ ሲፒኦ ተመላሽ ይደረግላቸዋል፡፡

8 የጨረታው አሸናፊ ያሸነፈበትን ጠቅላላ ዋጋ በ15 ቀናት ውስጥ አጠናቆ የማይከፍል ከሆነ ለጨረታው በዋስትና ያስያዘው ገንዘብ ለመ/ቤቱ ገቢ ሆኖ የጨረታው አሸናፊነቱን ይሰረዛል፡፡

9 ቢሮው ስለ ንብረቶቹ አሻሻጥ የተሻለ መንገድ ካገኘ ጨረታውን በከፊልም ሆነ በሙሉም የመሰረዝ መብቱ በሕግ የተጠበቀ ነው።

The FDRE Ministry of Finance has received financing from the African Development Fund toward the cost of the Institutional Support Project to Strengthen Macro- economic Management (ISP-SMM) and intends to apply part of the agreed amount for this Grant to payments under the contract for the Procurement of consultancy service for the Establishment of Capital Market Training Facility.

The services included under this project are: to conduct need Assessment, Feasibility Study, generate Governance and Operational Recommendations, Develop a high-level curriculum that addresses key training needs, Propose a budget to operationalize the Capital Market Training Facility, produce training facility sustainability Plan and implementation Roadmap. A Consulting firm will be selected in accordance with the Quality and Cost Based Selections (QCBS) method. The assignment is expected to take a maximum of four months from the contract commencement date. The services and requirements for this Consultancy are stipulated in the Terms of Reference (TOR) that can be obtained from the address below.

The FDRE Ministry of Finance now invites eligible consultancy firms to indicate their interest in providing these services. Interested consultant firms must provide information indicating the Consultant's profile, country of residence and evidence that they are qualified to perform the above mentioned services including but not limited to;

1.Core business of the firm and years in business;

2 Specific experience in successfully implementing similar assignments;

3 Experience of relevant services in an environment in or similar to that of Ethiopia;

4 Technical and managerial organization of the firm (provide only the structure of the organization, general qualification, and number of key staff). Do not provide CVs of key staff. Key experts will not be evaluated at the shortlisting stage.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
