የመጀመሪያ ዙር የሐራጅ ማስታወቂያ

ኢትዮጵያ ልማት ባንክ ሀዋሳ ዲስትሪክት በሊዝ ፋይናንሲንግ ሞዳሊቲ አገልግሎት ግዴታቸውን ካልተወጡ ደንበኛ በአዋጅ ቁጥር 103/1990 እና 807/2005 መሰረት የተረከባቸውንና ከዚህ በታች በዝርዝር የተገለጹትን የዳቦ መጋገሪያ ማሽነሪዎችና መሳሪያዎች ባሉበት ሁኔታ በሐራጅ መሸጥ ይፈልጋል።

የሐራጁ መመሪያ፡-

1. ንብረቱን መግዛት/መከራየት የሚፈልግ ተጫራች የሀራጁን መነሻ ዋጋ 1/5ኛ (20%) ብር 2,074,104.11/ ሁለት ሚሊዮን ሰባ አራት ሺ አንድ መቶ አራት ብር ከ11/100 ሳንቲም/ በባንክ በተረጋገጠ ሲፒኦ (CPO) በማቅረብ በሀራጁ መሳተፍ ይችላል፡፡ ተጫራቹ አሸናፊ ከሆነ ያስያዘው ገንዘብ ለባንኩ ገቢ ሆኖ ከንብረቱ የመሸጫ ሂሳብ ላይ ተጫራቹ ካሸነፈበት ዋጋ ላይ/ የሚቀነስ ይሆናል።

2. ንብረቱ የሚገኘው በሲዳማ ብ/ክ/መንግስት ሃዋሳ ከተማ አስተዳደር፣ ቱላ ከፍለ ከተማ ዳቶ ቀበሌ ክልል ውስጥ ነው።

3. የሚሸጠው ንብረት የገባው ከቀረጥ ነጻ ሲሆን ገዥው የቀረጥ ነጻ መብት ተጠቃሚ እንዲሆን ባንኩ ድጋፍ ያደርጋል፡፡ ፈቃዱን ካላገኘ የቀረጥ ክፍያው በገዥው ይፈጸማል።

4. ንብረቶቹን ሙሉ በሙሉ በካሽ) በጥሬ ገንዘብ ለመግዛት ተወዳድሮ ያሸነፈ ተጫራች የንብረቱ የሽያጭ ዋጋ ላይ 15% ተእታ (VAT) እና ሌሎች ገዥው እንዲከፍላቸው በሕግ የተወሰኑ ታከስ ክፍያዎችን ጨምሮ ይከፍላል።

5. የሐራጁ አሸናፊ ባንኩ ማሸነፉን በደብዳቤ ከገለጸበት ቀን ጀምሮ ያሸነፈበትን ቀሪ ገንዘብ በ15 ተከታታይ የስራ ቀናት ውስጥ አጠቃሎ መክፈል ይኖርበታል፡፡ የሀራጁ አሸናፊ በተጠቀሰው ጊዜ ውስጥ ቀሪውን ገንዘብ አጠቃሎ ካልከፈለ ጨረታው ተሰርዞ ያስያዘው ገንዘብ ሙሉ በሙሉ ለባንኩ ገቢ ሆኖ ሐራጁ በድጋሚ ይካሄዳል፡፡ ለተሸነፉ ተጫራቾች ለሀራጁ ያስያዙት ገንዘብ ወዲያወኑ ይመለስላቸዋል።

6. ተጫራቹ በከፊል ዱቤ ለመከራየት አሸናፊ ከሆነ ባንኩ ማሸነፉን እንዲያውቅ ካደረገበት ቀን ጀምሮ በአንድ ወር ውስጥ የባንኩን የማሽነሪ ኪራይ መስፈርት በማሟላት እና የሚጠበቅበትን ቀሪ ክፍያ አጠቃሎ በመክፈል የማሽነሪ ኪራይ ውል መፈረም ይኖርበታል፡፡ በተጠቀሰው የጊዜ ገደብ ውስጥ አጠቃሎ ካልከፈለ የጨረታ አሸናፊነቱ ተሰርዞ ለጨረታው ማስከበሪያ ያስያዘው ገንዘብ ሙሉ በሙሉ ለባንኩ ገቢ ይደረጋል።

7. ሐራጁ ተጫራቾች ወይም ሕጋዊ ወኪሎቻቸው በተገኙበት ግንቦት 13 ቀን 2018 ዓ.ም. ከጠዋቱ 4፡00 እስከ 6፡00 ሰዓት ንብረቶቹ በሚገኘበት አድራሻ ይካሄዳል፡፡ በሐራጁ ለመሳተፍ የሚፈልግ ተወዳዳሪ ሐራጁ በሚካሄድበት ቀን የሐራጁ ሰዓት ከመድረሱ በፊት አንድ ሰዓት ቀድሞ ማለትም ከጠዋቱ 3፡00 ሰዓት ጀምሮ በሐራጁ ቦታ በመገኘት ምዝገባ ማካሄድ፣ ሲፒኦና የታደሰ መታወቂያ ኮፒ ለጨረታው ኮሚቴ ማስረከብ ይኖርበታል።

8. ስለንብረቱ ሁኔታ ተጨማሪ መረጃ ለማግኘት የኢትዮጵያ ልማት ባንክ ሀዋሳ ዲስትሪክት በአካል በመቅረብ ወይም በስልክ ቁጥር +251 46 2212 4535 ደውሎ ማነጋገር ይቻላል።

9. ንብረቱን ለመጎብኘት ከሀዋሳ ዲስትሪከት ጋር አስቀድሞ ቀጠሮ በመያዝ መጎብኘት ይቻላል።

10. ባንኩ የተሻለ አማራጭ ካገኘ በሐራጁ አይገደድም።

የአዲስ አበባ ከተማ አስተዳደር ቱሪዝም ኮሚሽን በ208 በጀት ዓመት የተለያዩ ስራዎችንና እቃዎችን በግልፅ ጨረታ አወዳድሮ መግዛት ይፈልጋል፡፡ በዚሁ መሰረት ከታች የተዘረዘሩትን መስፈርቶች የምታሟሉ አቅራቢዎች በጨረታው እንዲሳተፉ ይጋብዛል፡፡

2. ተጫራቾች የጨረታ ሰነዱን ይህ ማስታወቂያ በጋዜጣ ከወጣበት ቀን ጀምሮ እስከ ጨረታው መዝጊያ ቀን ድረስ የማይመለስ ብር ለእያንዱንዱ ሎት 300.00 (ሶስት መቶ ብር) በኢትዮጵያ ንግድ ባንክ አካውንት ቁጥር 1000-70-96-80-882 በአዲስ አበባ ከተማ አስተዳደር ቱሪዝም ኮሚሽን አካውንት ላይ አስገብታችሁ ደረሰኙን ይዛችሁ በመምጣት ሰነዱን 7ኛ ፎቅ ቢሮ ቁጥር 705 ማግኘት ይችላሉ።

6. በጨረታ ያሸነፈ ተጫራች ከመ/ቤታችን ጋር ጨረታውን እንዳሸነፈ ካወቀበት ጊዜ አንስቶ በ15 ቀናት ውስጥ በሲፒኦ የጠቅላላ ዋጋው 1% በማስያዝ ውል መዋዋል ይኖርበታል፡፡

7. ጨረታው ተጫራቾች ወይም ህጋዊ ወኪሎች በሚገኙበት ጨረታው በወጣው በ11ኛው ቀን ከረፋዱ 4፡00 ሰዓት ተዘግቶ በዕለቱ ከቀኑ 4፡15 ሰዓት 7ኛ ፎቅ በሚገኘው በኮሚሽኑ መሰብሰቢያ አዳራሽ ይከፈታል።

The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the GOVERNANCE MODERNIZATION TO ENABLE EFFICIENT SERVICE DELIVERY PROJECT, and intends to apply part of the proceeds for consulting services.

The consulting services ("the Services") seeks the service of a qualified and experienced Procurement Specialist, who shall be responsible for the overall management of Procurement activities of Component 1- improving Public Administration Capabilities of Governance Modernization to Enable Service Delivery Project at the Federal Civil Service Commission (FCSC). The procurement specialist will ensure the compliance of the component to the World Bank Procurement Regulations. The duration of consulting service is for 12 months with possible extension based on satisfactory performance. 3. Bidding will be conducted through National Competitive Procurement using a Request for Bid procedures as specified in the World Bank's Procurement Regulations for IPF Borrowers 'Procurement in Investment Project Financing, Goods, Works, Non-Consulting, and Consulting Services', Fifth Edition, September 2023. Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants', revised as of July 1, 2016; and the provisions to stipulated in the Legal Agreement and other provisions stipulated in the Financing Agreements.

1. ተጫራቾች በዘርፉ በዘመኑ የታደሰ ህጋዊ የንግድ ፈቃድ፣ የግብር ከፋይ መለያ ቁጥር (TIN)፣ የዕቃ ወይም የአገልግሎት አቅራቢዎች የተመዘገቡ እንዲሁም የዘመኑን ግብር የከፈሉ መሆናቸውን የሚገልፅ ማስረጃ ማቅረብ ለሚችሉ ሁሉ ክፍት ነው፡፡

3. ተጫራቾች የጨረታ ሰነዱን የማይመለስ ብር 500 /አምስት መቶ ብር/ በመክፈል ይህ ማስታወቂያ በአዲስ ዘመን ከወጣበት ቀን ጀምሮ ባሉት 15 ተከታታይ ቀናት በኮምቦልቻ ከተማ መጠጥ ውሃና ፍሳሽ አገልግሎት ድርጅት ዘወትር በስራ ሰዓት ቢ.ቁ 03 በመቅረብ መግዛት ይችላሉ።

4. ተጫራቾች ለሚወዳደሩበት የጠቅላላ ዋጋ 2% በባንክ በተረጋገጠ ሲ.ፒ.ኦ /CPO/ የጨረታ ማስከበሪያ ማስያዝ ይኖርባቸዋል፡፡

5. ተጫራቾች የጨረታ ሰነዳቸውን የቴክኒካሉን ኦርጅናልና ኮፒ በማለት በሁለት ፖስታ ፋይናንሻሉን ሲፒኦውን ጨምሮ ኦርጅናልና ኮፒ በማለት በሁለት ፖስታ ለየብቻ በመለየት ማቅረብ ይኖርባቸዋል፡፡

6. ተጫራቾች ይህ ጨረታ በአዲስ ዘመን ከወጣበት ቀን ጀምሮ እስከ 16ኛው ቀን ከጥዋቱ 4፡00 ሰዓት ድረስ ለዚሁ በተዘጋጀው ሳጥን ውስጥ ማስገባት ይኖርባቸዋል፡፡

7. ጨረታው በ16ኛው ቀን ከጥዋቱ 4፡30 /ሰዓት/ ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት ቢሮ ቁጥር 05 በይፋ ይከፈታል፡፡ ሆኖም እለቱ የእረፍት ቀን ከሆነ በሚቀጥለው የስራ ቀን የጨረታ ሰነዱን 4፡oo ሰዓት ድረስ በማስገባት ከጠዋቱ 4፡30 / ሰዓት በይፋ ይከፈታል፡፡

ዳሸን ባንክ በአዋጅ ቁጥር 97/90 እና 1147/11 በተሰጠው ስልጣን መሰረት የሚከተሉትን የተበዳሪ ወይም አስያዥ ንብረት ባለበት ሁኔታ በሐራጅ ይሸጣል

ማሳሰቢያ፡-

1. ተጫራቾች የጨረታውን መነሻ ዋጋ 25% የጨረታ ማስከበሪያ በዳሽን ባንክ ስም ክፍያ ማዘዣ (C.PO) በዳሸን ባንክ ኢማ ስም በማዘጋጀት በጨረታው ዕለት ይዘው በመቅረብ መመዝገብ ይችላሉ::

2. ጨረታው በሰንጠረዡ ላይ በተገለፀው ቀን እና ሰዓት ከላይ በተጠቀሱት ቦታዎች ይካሄዳል፡፡

3. የሐራጁ አሸናፊ /ገዢ/ ከሚዛው ንብረት ጋር የተያያዙ ማናቸውም ለመንግሠት የሚከፈለው ግብር ታክስ ፣ ውዝፍ የሊዝ ክፍያ፣ ተጨማሪ እሴት ታክስ (15%) እና ሌላ ከስም ዝውውር ጋር የሚገናኙ ወጪዎችን ገዢው /አሸናፊው/ ይከፍላል፡፡

4. ከፍተኛ ዋጋ የሰጠው ተጫራች በጨረታው አሸናፊ ነው የሚባለው ከባንኩ አሸናፊነቱን የሚገልጽ ደብዳቤ በጽሑፍ ሲደርሰው ብቻ ነው፡፡

5. የጨረታው አሸናፊ የአሸነፈበትን ቀሪ ገንዘብ አሸናፊ መሆኑን ከተገለጸለት ቀን ጀምሮ ባሉት በ15 ቀናት ውሰጥ አጠናቆ መክፈል ይኖርበታል፡፡ ባይከፍል ግን ጨረታው ተሰርዞ ያስያዘው ገንዘብ አይመለስለትም። በተጨማሪም ንብረቱ ድጋሚ ለሐራጅ ሲቀርብ ለሚታየው የዋጋ ልዩነት ይጠየቃል፡፡ በጨረታው ለተሸነፉ ተጫራቾች ያሲያዙት ሲፒኦ ወዲያውኑ ይመለስላቸዋል፡፡

6. በጨረታው ላይ አስያዥና ተበዳሪ ወይም ሕጋዊ ወኪሎቻቸው መገኘት ይችላሉ፤ ባይገኙ ጨረታው በሌሉበት ይካሄዳል፡፡

7. የተጫራቾች ምዝገባ ከሐራጁ መዝጊያ ሠዓት 10 ደቂቃ በፊት ይጠናቀቃል፡፡

8. ጨረታው ተጀምሮ በተቀመጠው ሰዓት ውስጥ ካልተጠናቀቀ ሊራዘም ይችላል፡፡

9. የቡና እርሻውን መጎብኘት የሚፈልጉ ተጫራቾች ግንቦት 21 ቀን 2018 ዓ.ም ከጠዋቱ 2፡30-3፡00 ሰዓት ዳሸን ባንክ ሆሳዕና ቅርንጫፍ በመገኘት በዕለቱ ከባንኩ ተወካዮች ጋር በመሆን የሚሸጠውን የቡና እርሻ መጎብኘት ይችላሉ፡፡

4. ተጫራቹ የጨረታው አሸናፊ ነው የሚባለው አሸናፊነቱን የሚገልጽ ደብዳቤ በጽሑፍ ሲደርሰው ነው፡፡
