1. The Government of
the Federal Democratic Republic of Ethiopia (FDRE) has received financing from the
World Bank toward the cost of implementation of the Water Supply, Sanitation, and
Hygiene project and intends to apply part of the proceeds toward payments under
the contract for Procurement of Non- Consultancy Service to Upgrade the WASH MIS
system to include modern features and ensure it remains up-to-date for today's use
of MoWE. For this contract, the Borrower shall process the payments using the Direct
Payment disbursement method, as defined in the World Bank's Disbursement Guidelines
for Investment Project Financing.
2. The Ministry of Water
and Energy now invites sealed Bids from eligible Bidders for the Procurement of
Non-Consultancy Service to Upgrade the WASH MIS system to include modern features
and ensure it remains up-to-date for today's use of MoWE.
3. Qualification Requirements:
In Addition to the requirements
listed below, the bidders are encouraged to read and respond to the exhaustive list
of post qualification requirements specified in the RFB Section III.
(a) Financial Capability:
The minimum required average annual Financial Turnover of the bidder of the last
five years (2012-2016 E.C) shall be: ETB 120,000,000.00 (One Hundred Twenty Million
Birr) demonstrating the current soundness of the Bidder's financial position.
(b) Specific Experience:
The Bidder shall demonstrate that it has successfully completed at least two contracts,
each with a minimum value of Birr 40,000,000.00 (Forty Million Birr); or one contract
with a minimum value of 80,000,000.00 (Eighty Million Birr) that have been successfully
and substantially completed and that are similar in nature and complexity.
4. Bidding will be conducted
through National competitive procurement using a Request for Bids (RFB) as specified
in the World Bank's "Procurement Regulations for IPF Borrowers" Procurement
in Investment Project Financing, Goods, Works, Non-Consulting, and Consulting Services',
Fifth Edition September 2023, and is open to all eligible Bidders as defined in
the Procurement Regulations.
5. Interested eligible

copy of the bidding document, prepared in English, is available for free download
at https://www.mowe.gov.et/en/tenders . Local bidders must register in person during,
office hours from 8:30 am to 12:30 p.m. and 1:30 p.m. to 4:30 p.m., while foreign
bidders should email their address to the PMU coordinator to complete their registration.
6. Bids must be delivered
to the address below on or before June 26, 2025 at 10:00 A.M. Electronic Bidding
will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked
"Original Bid", and the inner envelopes marked "Technical Part"
will be publicly opened in the presence of the Bidders' designated representatives
and anyone who chooses to attend, at the address below on June 26, 2025 at 10:30
A.M. All envelopes marked "Second Envelope: Financial Part" shall remain
unopened and will be held in safe custody of the Purchaser until the second public
opening.
7. All Bids must be
accompanied by a Bid Security of ETB 800,000.00 (Eight Hundred Thousand Birr Only)
or equivalent amount in a freely convertible currency to Ethiopian Birr in the form
of Unconditional Bank Guarantee or CPO in the name of the Ministry of Water and
Energy. The bid security shall be valid for twenty-eight days (28) beyond the end
of the validity period of the bid. The client reserves the right to accept or reject
the bid partially or totally.
8. Attention is drawn
to the Procurement Regulations requiring the Borrower to disclose information on
the successful bidder's beneficial Ownership Disclosure Form as included in the
bidding document.
