Background Population Services
International (PSI) is a global non-profit organization based in
Washington, D.C., that leverages private
sector approaches to improve health outcomes for low- income and vulnerable populations. In Ethiopia, PSI
operates through Population Services
International Ethiopia (PSI/E). Which has
worked in partnership with the public and private sectors since 2003 to deliver programs in HIV/AIDS
prevention and treatment, sexual and
reproductive health (SRH), non- communicable
diseases, and water, sanitation, and hygiene (WASH).
About the Project - PSI
Ethiopia's Sexual and Reproductive Health (SRH) Program
delivers client centered innovative solutions to expand access to quality services for women, adolescents, and underserved communities. The program integrates
interventions into government systems to
ensure sustainability, with a focus on family
planning, maternal and child health, adolescent- responsive care, and cervical cancer prevention.
Key initiatives include the
national scale-up of Smart Start through the RISE project,
which engages married adolescent girls and their
partners using financial planning to promote contraception. The program also includes Smart Pathways for maternal
health, Smart Steps for economic empowerment,
SAHQI for improving adolescent contraceptive
counseling, HPV-VISION to integrate HPV
vaccination into adolescent care, and a national rollout of self-injectable contraception. These efforts are
grounded in gender-responsive, youth-focused,
and system-strengthening approaches to drive
long-term impact.
To advance this agenda, PSI/E
seeks to engage a qualified consultancy firm to support
the SRH program in generating evidence,
documenting programmatic impact, producing high-quality
learning and publication materials, and facilitating staff capacity-building on project management, data use,
and knowledge dissemination. The firm will
work closely with the SRH Program Director and
the Evidence and Learning Director to implement
this assignment over a six-month period.
Therefore, PSIE hereby invites
all eligible and qualified firms to participate
in-and-respond to this open tender invitation through submission of a cover/motivation letter, a company profile,
a technical proposal, a financial proposal,
and documents of eligibility.
Bidders strongly advised to use

2026. Bid responses must be submitted in soft
copy (technical proposals only) and both financial
