1. Introduction and Project Scope

Médecins Sans Frontières Belgium (MSF-B) invites qualified and experienced suppliers to submit formal bids for the supply, installation, and maintenance of a comprehensive Fleet Management and GPS Tracking Solution.

The objective of this system is to enhance the safety, security, operational efficiency, and fuel management of MSF-B's diverse fleet operating across Ethiopia.

We welcome bids from reputable suppliers with proven experience in similar services and a strong track record of performance. Bidders must demonstrate:

- Experience in fleet management and GPS tracking systems

- Proven reliability through references from previous or current clients

- Capacity to provide installation, training, and ongoing technical support

Interested suppliers are encouraged to participate in this tender process in accordance with the requirements and timelines outlined in the tender dossier.

The scope includes:

Hardware: GPS Trackers (4G/LTE), Fuel Monitoring Devices, and Security Accessories.

Services: Professional installation at multiple project sites and monthly cloud-based tracking services.

Fleet Profile: Approximately 30 vehicles, including Landcruiser, EVs/Hybrids, Pickups, and Minibuses.

2. Technical Specifications

Bidders must meet or exceed the following minimum technical requirements:

1. The bid security shall be valid for 28 consecutive days beyond the end of the validity period of the bid.

4. FINANCIAL OFFER shall be produced in separate sealed envelopes labelled as ORIGINAL and COPY. TECHNICAL OFFER shall be made in a separate third sealed envelope clearly labelled as TECHNICAL OFFER. In Ethiopia, MSF is currently providing humanitarian assistance in multiple regions, including Afar and Tigray, with its country office based in Addis Ababa.

As part of its ongoing support to Dubti General Hospital (DGH) in Afar Region, under the supervision of the Regional Health Bureau (RHB), MSF-Belgium is implementing a project that includes a 60-bed ITFC and ATFC. In line with this, a rehabilitation and renovation of the old pharmacy store at DGH is planned to repurpose it into an ITFC facility with additional support structure next to it. This initiative supports MSF's long-term integration strategy within DGH for sustainability.

9 ጨረታው በ15ኛውቀን ከቀኑ በ 8፡00 ተዘግቶ በዕለቱ በ 8፡30 ጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት ቢሮ ቁጥር 20 ይከፈታል፡፡ ዕለቱ የስራ ቀን ካልሆነ በቀጣዩ የስራ ቀን በተመሣሣይ ሰዓት ይከፈታል፡፡

10- አሸናፊው የሚለየው በሎት (ምድብ) ዋጋ ይሆናል ፡፡

ጨረታ ቁጥር EEU-PPM/Dis/03/2018 (NCB)

የኢትዮጵያ ኤሌክትሪክ አገልግሎት ፕሮጀክት ፖርትፎልዮ ማኔጅመንት ጽ/ቤት ያገለገሎ የተሽከርካሪ ጎማዎች በግልጽ ጨረታ አወዳድሮ መሸጥ ይፈልጋል፡፡

ስለዚህ ማንኛውም ተጫራች -

1. ጨረታው ማስታወቂያው በጋዜጣ ታትሞ ከወጣበት ቀን ጀምሮ የማይመለስ ብር 300.00 (ሶስት መቶ ብር) በመክፈል በኢትዮጵያ ኤሌክትሪክ አገልግሎት የፕሮጀክቶች ፖርትፎሊዮ ማኔጅመንት ዳይሬክቶሬት ዋስትና የንግድ ማዕከል ህንፃ ኛ ፎቅ በመቅረብ የሚወገዱትን ንብረቶች ዝርዝር መረጃ የያዘ የጨረታ ሰነድ መግዛት ይችላሉ፡፡

2. ተጫራቾች የጨረታ ማስከበሪያ መጠን ብር 15,000 /አስራ አምስት ሺ/ ብር በባንክ በተረጋገጠ ሲፒኦ ወይም የዋስትና ጊዜው ከሚያበቃበት ቀን በኋላ 28 ቀን ተጨማሪ ጊዜ ያለውን የባንክ ዋስትና (Bank Guarantee) በኢ.ኤ.አ. ፕሮጀክት ፖርትፖልዮ ማነጅመንት ወይም EEU- PPM ስም ተዘጋጅቶ ከጨረታ ሰነዱ ጋር ማቅረብ አለባቸው:: ተጫራቾች የሚወዳደሩባቸውን ዋጋ በታሸገ ኤንቨሎፕ በማድረግ ጨረታ ቁጥር EEU-PPM/Dis/03/2018(NCB) የሚል ምልክት በማድረግ ሚያዝያ 28 ቀን ቀን 2018 ዓ.ም ከቀኑ 8፡00 ሰዓት ድረስ በኢትዮጵያ ኤሌክትሪክ አገልግሎት የፕሮጀክቶች ፖርትፎሊዮ ማኔጅመንት ዳይሬክቶሬት ዋስትና የንግድ ማዕከል ህንፃ ከኛ ፎቅ ላይ በሚገኘው በግዥ ፈጻሚው መ/ቤት ነው በመቅረብ በመምጣት ለዚሁ ጨረታ በተዘጋጀው ሳጥን ውስጥ ማስገባት ይኖርባቸዋል፡፡

3. ተጫራቾች ማስታወቂያው በአዲስ ዘመን ጋዜጣ ከወጣበት ቀን ጀምሮ የጨረታ ሰነድ የገዙበትን ደረሰኝ በመያዝ ዘውትር በስራ ቀናት ከጠዋቱ 3፡00 ሰዓት እስከ 6፡00 ሰዓት ከሰዓት 7፡00 ሰዓት እስከ 10፡00 ሰዓት ባለው ጊዜ ውስጥ ዕቃዎች በሚገኙበት ዕቃ ግምጃ ቤት በመሄድ መመልከት ይችላሉ ፡፡

4. ጨረታው ተጫራቾች ወይም ሕጋዊ ወኪሎቻቸው በተገኙበት /ባይገኙም ሚያዝያ 28 ቀን 2018 ዓ.ም ከቀኑ 8፡00 ተዘግቶ 8፡30 ይከፈታል፡፡

5 ስለጨረታው ዝርዝር መረጃ የጨረታ ሰነዱን ይመልከቱ።

6. የፕሮግራም ጽ/ቤቱ የተሻለ መንገድ ካገኘ ጨረታውን በሙሉም ሆነ በከፊል የመሰረዝ መብቱ የተጠበቀ ነው፡፡

የጨረታ ቁጥር (LP/0T/20/SG/2018

1. የኢትዮጵያ ስኳር ኢንዱስትሪ ለ2018/9 በጀት ዓመት የተለያዩ ዕቃዎችን ማሽነሪዎችን ከተለያዩ ቦታዎች ወደ ስኳር ፋብሪካዎችና ፕሮጀክቶች እንዲጓጓዝለት የትራንስፖርት አገልግሎት ግዥ በዘርፉ የተሰማሩ ድርጅቶችን በግልፅ ጨረታ አወዳድሮ ለመግዛት ይፈልጋል፡፡

2. በጨረታው ለመሳተፍ የሚፈልጉ ብቁ ተጫራቾች ህጋዊ ለ2018 ዓ.ም የታደሰ የንግድ ፈቃድ፣ የዘመኑን ግብር መክፈላቸውን የሚያረጋግጥ በጨረታ ለመሳተፍ የሚያስችል ከግብር ሰብሳቢው ባለሥልጣን የተሰጠ የታክስ ክሊራንስ/ የምስክር ወረቀት፣ የግብር ከፋይነት መለያ ቁጥር (Tin No.) ሠርተፊኬት፣ የተጨማሪ እሴት ታክስ ከፋይነት ምዝገባ የምስክር ወረቀት እና የመንግስት ግዥና ንብረት አስተዳደር ኤጀንሲ ወይም ሌላ የሚመለከተው የመንግስት አካል ባዘጋጀው የዕቃ አቅራቢዎች አገልግሎት ሰጪ ዝርዝር ውስጥ መካተታቸውን/መመዝገባቸውን የሚያረጋግጥ የምስክር ወረቀት ማቅረብ አለባቸው፡፡

3. ብቁ ተጫራቾች የተዘጋጀውን የጨረታ ሰነድ የማይመለስ ብር 500.00 (ብር አምስት መቶ) በኢትዮጵያ ስኳር ኢንዱስትሪ ግሩፕ የኢትዮጵያ ንግድ ባንክ ቁጥር 1000000888862 ገቢ በማድረግ ይህ ማስታወቂያ በጋዜጣ ከወጣበት ቀን ጀምሮ እስከ ጨረታው መክፈቻ ቀን ድረስ ዘወትር በሥራ ሰዓት (ከሰኞ እስከ ዓርብ፣ ከሰዓት በፊት ከ2፡00-6፡00፣ከሰዓት በኋላ ከ7፡00-11፡00) ቀጥሎ ከተመለከተው አድራሻ በመቅረብ መግዛት ይችላሉ፡፡

4. ተጫራቾች የመጫረቻ ሰነዶቻቸውን በኤንቨሎፕ በማሸግ ጨረታው ከመዘጋቱ በፊት ለዚሁ በተዘጋጀው የጨረታ ሣጥን ውስጥ ማስገባት ይኖርባቸዋል፡፡ ጨረታው በጨረታው መክፈቻ ላይ መገኘት የሚፈልጉ ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት በተራ ቁጥር 3 በተገለፀው አድራሻ ሚያዚያ 20 ቀን 2018 ዓ.ም ከቀኑ 8፡00 ሰዓት ላይ ተዘግቶ በዚሁ ቀን 8፡15 ይከፈታል፡፡ ዘግይቶ የሚቀርብ የመጫረቻ ሰነድ ተቀባይነት የለውም፡፡

5. ተጫራቾች የጨረታ ማስከበሪያ ዋስትና ብር 200,000.00 (ሁለት መቶ ሺህ ብር) በባንክ የክፍያ ማዘዣ (CPO) ወይም በሁኔታዎች ላይ ያልተመሰረተ የባንከ ጋራንቲ ከቴክኒክ መጫረቻ ሰነዶቻቸው ጋር አያይዘው ማቅረብ ይጠበቅባቸዋል፡፡

6. የጨረታ ማስከበሪያ ዋስትናው ጨረታው ከተከፈተበት ቀን ጀምሮ ቢያንስ ለስልሳ (60) ቀናት ፀንቶ የሚቆይ መሆን ይኖርበታል፡፡

7. የጨረታ ዋጋው ፀንቶ የሚቆይበት ጊዜ ጨረታው ከተከፈተበት ቀን ጀምሮ ለሰላሳ (30) ቀናት ይሆናል፡፡

8. ግሩፑ የተሻለ አማራጭ ካገኘ ጨረታውን በሙሉ ሆነ በከፊል የመሠረዝ መብቱ የተጠበቀ ነው፡፡
